Heat oven to 450°F. In a bowl, mix flour, sugar, baking powder, and salt. Cut in shortening until crumbly. Stir in milk until a soft, sticky dough forms and pulls away from the bowl.
Lightly sprinkle flour on a surface and coat the dough by gently rolling in the flour. Fold and knead 10 times, turning after each fold, until smooth and springy.
On the floured surface, flatten dough evenly, using hands or a rolling pin, until dough is 1/2 inch thick
Dip a 2½ cutter in flour to prevent sticking, then cut biscuits close together without twisting. Place 1 apart for crusty sides or touching for soft sides on an ungreased sheet.
Bake 10 to 12 minutes or until golden brown. Immediately remove from cookie sheet. Serve warm
